Assessors

Homestead Application

Your may contact the Assessor's Office. An application can be mailed to you.

Estimate of market value

"Market value of a property is an estimate of the price that it would sell for on the open market on the first day of January of the year of assessment. This is sometimes referred to as the "arms length transaction" or "willing buyer/willing seller" concept.  To estimate the market value of your property, the Assessor generally uses three approaches.

The first approach is to find properties that are comparable to yours which have sold recently. Local conditions peculiar to your property are taken into consideration. The Assessor also uses sales ratio studies to determine the general level of assessment in a community in order to adjust for local conditions. This method is generally referred to as the MARKET APPROACH and is usually considered the most important in determining the value of residential property.

The second approach is the COST APPROACH and is an estimate of how many dollars at current labor and material prices it would take to replace your property with one similar to it . If the event improvement is not new, appropriate amounts for depreciation and obsolescence is deducted from replacement value. Value of the land is added to arrive at an estimate of the total property value

The INCOME APPROACH is the third method. It is used if your property produces income such as an apartment or office building. In that case, your property could be valued according to its ability to produce income under prudent management. In other words, the amount another investor would give for your property in order to gain its income. The income approach is the most complex of the three approaches because of the research, information and analysis necessary for an accurate estimate of value. This method requires thorough knowledge of local and national financial conditions, as well as any developmental trends in the area of the subject property being appraised since errors or inaccurate information can seriously affect the final estimate of value."

Difference between property zoning and classification

Property classification is determined by the primary use of the property. Ex: a "C" classification means the property is used for commercial purposes, "R"residential, "RR" rural residential, "A" agricultural, "I" industrial. Zoning for city corporations is determined by city government. Zoning for rural property is determined by Butler county planning and zoning.

Property values changes

"State law requires that all real property be reassessed every two years. The current law requires the reassessment to occur in odd numbered years. Changes in market value as indicated by research, sales ratio studies and analysis of local conditions as well as economic trends both in and outside the construction industry are used in determining your assessment. What is market value?

Market value of a property is an estimate of the price that it would sell for on the open market on the first day of January of the year of assessment. This is sometimes referred to as the ""arms length transaction"" or ""willing buyer/willing seller"" concept.

How does the Assessor estimate market value?

To estimate the market value of your property, the Assessor generally uses three approaches.

The first approach is to find properties that are comparable to yours which have sold recently. Local conditions peculiar to your property are taken into consideration. The Assessor also uses sales ratio studies to determine the general level of assessment in a community in order to adjust for local conditions. This method is generally referred to as the MARKET APPROACH and is usually considered the most important in determining the value of residential property.

The second approach is the COST APPROACH and is an estimate of how many dollars at current labor and material prices it would take to replace your property with one similar to it . Value of the land is added to arrive at an estimate of the total property value

This method requires thorough knowledge of local and national financial conditions, as well as any developmental trends in the area of the subject property being appraised since errors or inaccurate information can seriously affect the final estimate of value.

Why does value change?

State law requires that all real property be reassessed every two years. The current law requires the reassessment to occur in odd numbered years. Changes in market value as indicated by research, sales ratio studies and analysis of local conditions as well as economic trends both in and outside the construction industry are used in determining your assessment.

If you disagree with the Assessors estimate of value, please consider these two questions:

1. What is the actual market value of my property?

2. How does the value compare to similar properties in the neighborhood?

If you have any questions about the assessment of your property, feel free to come in and discuss it with the Assessor.

You may file a written protest with the Board of Review which is composed of three or five members from various areas of the assessing jurisdiction. The Board operates independently of the Assessor's office, and has the power to confirm or to adjust upward or downward any assessment.

If you are not satisfied with the decision of the Board of Review you may appeal to district court within twenty days after adjournment of said Board, or twenty days after May 31st, whichever is the latest."

Secondary Roads

When field tile outlets become plugged or ditches silt in, contact the Engineer's Office and the road foreman will take a look and schedule cleaning if he deems it necessary. The county will not lower road ditch elevations to provide better tile outlets. Ditches will not be lowered to get water to drain contrary to it's natural path. Natural flow is determined by looking at the way water would flow prior to establishment of the road system.

When will the county blade my road?

We typically blade roads every 2-3 weeks depending on the amount of traffic and weather conditions. We need to be sure that we have moisture so that we can adequately "mix" the road rock. During drier times of the year we don't blade as often, because it is often wasted effort.

When are you going to fix the frost boils?

The best approach to fixing frost boils is to allow them the opportunity to heal on their own. If we level them, or cut the tops, we cause more harm than good as this acts to draw too much moisture to the road surface.

What is a level B road?

A Level B road is a road that has been designated by the Board of Supervisors to receive a minimum amount of maintenance. These roadways were so classified in an effort to direct maintenance effort to roads where cost effective maintenance can be accomplished. These roads are generally passable for local traffic but do not regularly receive balding, leveling, repairs or rock. Level B roads have been so designated in an effort to reduce the overall maintenance costs for our Secondary Road system.

Who maintains my road?

Butler County has agreements with all neighboring counties to determine maintenance and construction responsibilities. Major construction on the county lines is split between the 2 counties. Typical maintenance is broken into equitable areas of responsibility. Whichever county is in charge of maintenance for a stretch of road is responsible for the entire Right of Way, regardless of which county you live in. For specific questions contact the Engineer's Office.

When will you plow my road?

Our normal hours for snow removal operations are from 6 am till 6pm. After a snow event, our first priority is to open the paved roads. This is done primarily with trucks. On some occasions, we will use motor graders as well. Our policy for unpaved roads is to open them up for one way traffic as soon as possible after the storm quits. We strive to get as many roads open on the first day after a storm as possible, but it is likely that we will not get to all the roads on the same day that the storm quits. Every effort will be made to get the roads open as soon as possible after a storm. Butler County will respond 24 hours a day to bonfire emergencies, such as someone requiring medical attention, fire department, or power outages. During normal business hours, call the Engineer's Office. For after hours emergencies, call the Butler County Sheriff.

How do I report a problem with a road, bridge, culvert or sign?

For non-emergency type road problems, please contact the Engineer's Office during normal business hours. For emergencies, contact the Butler County Sheriff's Office, and they will get a hold of the road foreman on duty.

When are you going to sand the blacktops?

Butler County does not pre-wet, or apply ice treatment chemicals to roads prior to a snow or ice storm to prevent ice buildup. We may apply sand or a sand/salt mix to bridge decks ahead of a storm if they become slick. A sand/salt mixture may be applied during snow removal operations to assist in clearing the roadways. Additional materials are placed at high risk locations such as intersections, hills and curves.

Who pays for a tile crossing?

If you can not get an effective outlet and need to tile under a roadway, the county will participate in the cost of the tile crossing.

My spouse passed away and their name is on our title(s). Is there anything that needs to be done with these titles?

Yes. Iowa law requires that the deceased’s name be removed from your titles, but there is no fee charged for this procedure. I purchased a vehicle from the estate of a deceased individual, how is this transfer handled?

If the title had a second owners name on it, the two names are connected by the word OR and they haven’t yet removed the deceased person’s name, the second owner has the authority to sell the vehicle with their signature alone; and besides a Bill of Sale, they don’t need to provide you with any other documents to sell this vehicle. If the title only has the deceased’s name on it, additional steps are required to sell this vehicle. If the estate is being probated and Executors have been appointed, then the Executor(s) will all need to sign the deceased person’s name on the title and supply the buyer with a copy of their Letter of Appointment papers along with the title. If the estate isn’t being probated, the surviving next of kin will need to take ownership of the vehicle before selling to someone outside the family. This can be done by submitting the title and a copy of the Death Certificate to our office and signing a Death Testate form (if there was a will) or a Death Intestate form (if there was no will). This form basically says that the applicant is entitled to possession of the vehicle and will hold the Treasurer’s office harmless if someone else comes forward to claim rightful ownership.
